Proposed Concession Application

Concession proposal applications must be received by the Pocatello Parks & Recreation Department no later than thirty (30) business days prior to the first day of desired setup and may be submitted as early as one (1) year prior to the first day of desired setup.

Introduction

Each year, the City of Pocatello receives many requests from individuals and groups to run concessions in City parks. A concession is defined as any individual, group, business entity, or organization engaged in the “sale of” OR “collection of a donation in exchange for food, beverage, or any other merchandise or service” OR “advertising of concession, service or business” at a public place or park within the City limits.

Examples of concessions include, but are not limited to, these types of concessions: hot dog stands, snow cone/shaved ice stands, food trucks, etc. Excluded from this requirement are venues that are permitted to hold such activities according to the property’s zoning designation or through an approved Special Use Permit.

  • Please be aware that concessions held in designated parks require prior approval. Upon approval, additional permits may be required through the Parks & Recreation Department. Therefore, applicants may have to fill out additional permit applications in addition to this Proposed Concession Application.
  • Please note that upon approval of your concession, you will be required to pay the applicable permit fees and provide liability insurance coverage for your concession.
  • You may also be required to fill out additional agency permits—beyond those listed below—depending on the type and scope of the concession.

Acknowledgements

For each box you check “Yes,” you may need to fill out additional paperwork or pay additional fees. Failure to fill out the necessary permits may result in the cancellation of your concession approval.

I understand all food and beverage concession units must have a conveniently accessible trash container capable of holding all trash and garbage generated by the operation of the concession. (If needed, trash carts are available for rent through the Sanitation Department.)

I understand that food and beverage concessions shall not use City utilities or property including—but not limited to—picnic tables, benches, electrical power, garbage, trash, and recycling containers, without written permission from the Parks and Recreation Director and payment of appropriate fees.

I understand that mobile concessions and mobile concession vehicles are not allowed on the turf areas of parks or public places without special permission from the Parks and Recreation Director.

Will there be food given away, served, or sold at your concession? (Southeast Idaho Public Health Department)

Will concession generate acceptable* recyclable materials that will require provision of a recycle bin (fees charged per bin through the Sanitation Department)?

Upon approval, I understand that I will be required to provide the City a copy of proof of public liability insurance coverage in the minimum amount of one million ($1,000,000) combined single limit, naming the “City of Pocatello” as an additional insured.

Upon approval, and if applicable, I understand that applicants using vehicles to vend concessions must ALSO provide the City a copy of proof of vehicle insurance coverage in the minimum amount of five hundred thousand ($500,000), PER VEHICLE being used.

*Canopies placed on any hard surfaces must be weighted down. Canopies placed in grass areas must be either weighted or staked, and sprinkler systems must be marked by PARKS STAFF prior to placing any stakes.
